USCIS might be surprised by how few Haitians have applied for a temporary immigration status that would allow them to live and work here legally for a year and a half, but many who live and work in the Haitian community are not. A host of factors – the cost of filing, economic realities, class divisions within the Haitian community, red-tape logistics, and fear of making themselves known to immigration authorities – mean that many Haitians have taken a wait-and-see approach to TPS.
